Youths riot out of control. The police are powerless. Professional criminals are enlisted by the mayor to control the situation. When Marcus, a professional crook and police informant, is ordered to abduct Mickey Scott, a low-time petty drug dealer, he is surprised to learn that he kidnapped the mayor’s son instead.
