James was out recording a traffic stop. A subscriber recognized him amd went to talk to him while he was recording. While the scene was going on the guy with James started saying F the cops over and over, which is 1st amendment protected free speech. The cops couldnt handle it and arrested the man for cursing in public.
So James went to the station and delivered a care package to them so if someone uses their free speech again they can have these items to calm down rather than assault people because their feelings got hurt.
