Shocking police bodycam video shows a 9-year-old student being handcuffed after throwing a tantrum at school. The boy was uncontrollably throwing items as teachers tried to calm him down. Cops in Seminole County, Florida, were called as backup and initially watched, hoping the kid would stop. Officers later placed the fourth grader in handcuffs. The boy was restrained for 13 minutes until he calmed down. Now, his parents filed a lawsuit claiming unnecessary and unreasonable force.
