Jim Chanin, plaintiffs’ attorney, Rider’s Negotiated Settlement 2003-today
– After being sued civilly in federal court by 119 people who accused four OPD officers known as “The Riders” for civil rights violations, the City of Oakland agreed to 51 terms of reform, the “negotiated settlement agreement” (NSA).
Charlotte Jones, Interim Executive Director, Community Police Review Agency
– CPRA investigates community members’ complaints of OPD misconduct. CPRA provides recommendations on disciplinary actions when there are sustained findings of misconduct.
David Jordan, Vice Chair, Oakland Police Commission
– Oakland Police Commission oversees the Oakland Police Department to ensure its policies, practices, and customs conform to national standards of constitutional policing and oversees the civilian Office of the Inspector General (OIG) and the Community Police Review Agency (CPRA). Commissioners are volunteer community members, four of whom are appointed by a selection panel and three appointed by the mayor.

Michelle Phillips, City of Oakland Inspector General
– The Office of the Inspector General audits OPD’s policies, practices, and procedures. OIG produces reports that include recommendations on how OPD can ensure departmental compliance with a given policy.
Pamela Price, Alameda County District Attorney
– DA Prosecutes crimes in Alameda County, including unlawful conduct by police officers.
