Why is it in the news?
1. Communal riots broke out in different parts of the country, like M.P., Gujrat, Karnataka, and Rajasthan during the festival of Ram Navami.
2. Members of two communities clashed at Delhi’s Jahangirpuri area last night after stones were thrown at the Hanuman Jayanti procession.
3. Police arrested 21 people on the basis of identification of CCTV footage and videos on social media.
4. FIR lodged and investigation is on
5. Heavy police arrangement has been made to quell communal riots.

Causes of communal riots in India
1. Legacy of past
2. Side effects of a socio-religious reform movement

Establishment of a secular state in India
1. There is no official religion of Indian state.
2. Our constitution does not give a special status to religion.
3. Our constitution provides to all citizens and individuals the freedom to profess, practice, and propagate any religion or not to follow any of them.
4. Our constitution guarantees freedom of religion under articles 25, 26, 27 and 28

Impact of communal riots
1. Economic growth is affected
2. Flow of labour is diverted from productive activities to non-productive activities
3. Destruction of public properties
4. Foreign direct investment is affected
5. Voting on communal lines leads to narrow thinking among elected representatives, living aside national interest.
6. Causes hatred among different religious communities.

Role of Police to combat communal riots
1. The executive magistrate should give license to procession only in those areas where there are least chances of scuffling between Hindu and Muslim communities under article 30 of the Police Act.
2. Regulation of procession on roads is the primary duty of the police. So, under article 30 A of the police act, police can stop any procession which violates the condition of a license granted under Article 30 of the police act.
3. Police must take drastic action under article 32, against those who have disobeyed orders under articles 30, 30 A and 31 of Police act.
4. To arrest the troubleshooters
5. To disperse rioters congregated at one place.
6. Clamping of 144 CRPC
7. To save public property from loot and arson
8. To prevent the spread of rumors and to maintain public order.
9. To identify sensitive zones, common meeting points, unsecured areas, hideouts and shelter places.
10. A crackdown on rumour mongers and listed gundas. A conjointed efforts with executive magistrate should be made so that arrested anti social elements do not come out of Jail till the normalization in the area.
11. Regular patrolling parties in the disturbed areas.
12. All history sheeters, listed gundas, politically active people should be rounded up in order to elicit relevant information.
13. Activate intelligence agencies
14. Rehabilitation programmes for victims.
15. Regular meetings of peace committee.
16. Stern warning to all police officers if they are found of dereliction in duties.
17. Action against national security laws
18. Uncontrolled communal violence must be met with efficient use of force by targeting the leaders of the crowd.
19. Crowd must not be allowed to get converted into mob, otherwise maximum causalities may occur
20. Surveillance upon all those people who were directly or indirectly involved in communal flare up, even after normalization of situation
21. Domiciliary visits by police day in and day out to all those bad characters who may have fomented trouble in the disturbed areas.
22. Secret picketing by police and reporting by intelligence agencies to superintendent of police

Conclusion
1. Communal riots are the most divisive elements in our society
2. It is dangerous for democratic set up
3. Secularism is anti-dote to communal violence
4. The feeling of secularism must be enhanced by our political leaders
5. It is the bounden duty of the police to mitigate communal flare up in its initial phase so that minimum loss to life and property are caused.
