Background to Story: The month of July 1981 brought to English cities an unprecedented wave of rioting, burning and looting. The main troubles started in deprived inner city areas, frequently where the immigrant population is strong. Many of the rioters have been Black or Coloured youths, but police and politicians agree
that White youths are equally involved. This report looks at the action and examines some of the possible causes.
