On June 8, 2024, at approximately 2:20 a.m., Police Officer Anthony Ingraffia was patrolling the area of Green Rock, 70 Hudson St., when a bar security guard and other bystanders flagged him down to notify him of a man being disorderly outside the bar, trying to get into another business, and attempting to start fights. Officer Ingraffia located the man, who appeared to be intoxicated, and was able to identify him as 20-year-old Philip Bolisus of Rumson. Sgt. Christopher Soto and Police Officers Matthew Bonanno, Ricky Truppner, Bianca Arroyo, and Andrias Bonilla arrived on the scene to assist. Bolsius was told he would have to leave the area, but instead, he walked back toward the bar where he yelled profanities and became aggressive with security. When officers once again told him to leave the area, he began to walk into traffic and tap on windows of cars stopped at a red light. He was advised to get out of the street for his own safety, but he continued to walk in the road while yelling profanities at other people. He became engaged in a verbal altercation which escalated into a physical fight when Bolsius grabbed a male, pulled him to the ground and struck him. Bolsius was arrested and transported to Hoboken Police Headquarters. He was charged with simple assault and disorderly conduct. He was given a court date, a copy of his summons, and released from police custody.
These charges are merely accusations and the defendants are presumed innocent until proven guilty.
