A panicked and out of breath employee of the Yuma, AZ Public School District #1 called 911 to report a man in the lobby of the administration office who was “yelling” and “being nasty to eveybody” effectively “causing chaos” in the office.
Two Yuma police officers raced to the scene only to find a very cordial and mild mannered journalist gathering content for a story in the public lobby.
Another School District employee falsely claimed that the KULT News reporter “tried to fight [her]” about not going into restricted areas.
Would the police advise the public school district employees that public photography isn’t a crime and advise them to not abuse the 911 system or would they conclude that the public lobby of the administration office was private property and trespass a journalist?

Laws may vary but, generally speaking, in the United States, if you are in public you are legally able to photograph whatever you can see. Simply put, your eyes can’t be trespassed. Obviously there are some restrictions on this (i.e., bathrooms, dressing rooms, most courtrooms, locker rooms, etc.) but very few when you are in public. If you can see it, you can shoot it (this rule only applies to cameras.) This is not legal advice.
