Officer Connon and I, Officer Held, were working uniform patrol in Car 11 when we observed a vehicle traveling at a high rate of speed on W Crosier Ave. We paced the vehicle at 50 miles per hour in a 25 miles per hour zone as it drove east on W Crosier Ave. We initiated our overhead lights and stopped the vehicle at 5th Ave and Chittenden St.
We made contact with the driver, Justice Higgins, and the passenger, Quandesha Booker. While speaking to the occupants, we detected the odor of burnt marijuana. Due to this, we instructed Higgins and Booker to exit the vehicle to perform a probable cause search. Higgins became argumentative and attempted to roll up his windows, stating he would not exit the vehicle. Officers again instructed Higgins to exit, at which point he put the vehicle into drive and sped away.
Officers got back into their vehicle and followed Higgins, who drove east on 5th Ave in a reckless manner. Higgins stopped at 5th Ave and Fuller St., exited the vehicle, and fled on foot, leaving Booker inside. Higgins ran south on Fuller St., cutting through backyards and woods. Officer Held found Higgins hiding underneath a car at 358 Weeks St.
Officer Held instructed Higgins to get out from under the vehicle and roll onto his stomach. Higgins complied but did not follow further lawful instructions and began actively resisting. During the struggle, Higgins shoved Officer Connon’s face and grabbed Officer Held’s duty belt. Higgins was placed into handcuffs and arrested.
While officers were chasing Higgins, Booker got into the driver’s seat of the vehicle and drove away from the scene. Higgins was transported to SCJ by Wagon 86. A warrant was issued for Booker for Obstruction of Official Business.
