In 2011 a man called Mark Duggan was shot dead by police in London. The circumstances of Duggan’s killing resulted in public protests in Tottenham which, fuelled by poverty and racial tension, led to conflict with police and escalated into riots across London and other English cities. Mark Duggan was apparently in possession of a gun when he was killed but witnesses claim that a gun was not found on Duggan’s dead body. The shooting was later concluded as a lawful killing. Despite many black deaths in police custody there had never been a conviction of a police officer.
