A wave of crimes has been plaguing Center City, including a bank robbery that kills a guard and a nightclub heist that results in a murder. Inspector George A. Briggs leads a group of FBI agents that meet with local FBI field officer Richard Atkins, police commissioner Ralph Demory, and chief of police Bernard Harmatz.
