On this peaceful, at first glance, street in the village of Artyomovsky there is a serious war going on. Among neighbors. Larisa Balakhnova is building a private house. There was a pipe running through her territory, which supplied heat to the houses of the residents. She decided to cut it. This caused a riot among the neighbors of the two streets.
The neighbor: “She does not contact us, she communicates with the administration only by phone, and says: “I have nothing in the documents, this is my private property, what I want, that’s what I do, go away. I won’t let anyone in here.” We called the police – she wouldn’t let them in either”
Larisa Balakhnova is a deputy of the Artyomovsk City Duma. Despite the fact that she holds a position in which she is supposed to protect the interests of people, she evades angry neighbors. Her mother had to justify herself. According to her, the only way out of the situation is to bypass the heating network.
Natalia Yushina, mother of the owner of the house at 16 Burdenko St.: “We don’t need this zone or pipe. We want to fully utilize the land…”
The district authorities are ready to help people and take the heating system into their ownership. But they will be able to do it not earlier than 2015.
Antonina Zhukova, Deputy Head of Territorial Department of Artem Administration: “I think that in the 70th year there was a passport, when there was a connection to the central heating, maybe there was a passport, you know, but the archives for today – they do not exist”.
Because of the neighborhood conflict, two streets were left without heat. But the beginning of the heating season is getting closer. Already this week they promise the first cold weather.
