I was conducting a 1st Amendment Audit at the City Hall In Binghamton, NY. Overall, they definitely failed. Although there were some public servants who treated me with respect…Captain Sutliff poorly represented her police department and city. She was condescending, rude and tried to amuse her perceived authority to intimate a good citizen. Hopefully she learns something from this encounter and can be a better representative for her city.
