A car is seen coming from a known drug house and officers conduct a traffic stop. A young woman trying to get clean is caught with drugs in her car. Elsewhere an officer responds to a stolen puppy call. A man is found with the stolen puppy but claims he only had good intentions taking what he thought was a neglected puppy.
Real-life officers are followed by a camera crew, cinéma-vérité style, in a gritty up-close look at police work and the consequences of crime. It spawned a number of police-reality imitators.
