Officer Joe Gutierrez, formerly of the Windsor Police Department in Virginia, gained national attention due to his involvement in a controversial traffic stop incident. During this incident, Officer Gutierrez held Lt. Caron Nazario, a Army officer, at gunpoint. The encounter, which took place in December, escalated as Gutierrez handcuffed Lt. Nazario and doused him with pepper spray, despite the lieutenant’s repeated attempts to deescalate the situation and his visible confusion about the reasons for the stop.
